MEMS Qualification Levels

Basic MEMS Qualification Requirements:a.       

a.         IS100 Introduction to Incident Command System (NIMS)

b.         IS200 Basic Incident Command System (NIMS)

        c.         IS775 Emergency Operations Center (EOC)

        d.         IS701 Multi-agency Coordination Centers (NIMS)

        e.         IS700 National Incident Management System (NIMS)

        f.          IS800b National Response Framework(NIMS)

        g.         IS 75 Military Resources

Complete a Practicum and an After Action Report

* Note:  The Practicum for Basic must be one of the following:

Participation in a Table-Top Exercise run under ICS

Incident run under ICS

Event run under ICS

 

Senior MEMS Qualification Requirements:

Time in Level from Basic to Senior is Six Month 

a.   IS139 Exercise Design or IS 120

b.   IS230 Principles of Emergency Management

c.   IS235 Emergency Planning

d.   IS240 Leadership and Influence

               e.         IS241 Decision Making and Problem Solving

               f.          IS242 Effective Communication

               g.         IS244 Developing and Managing Volunteers

               h.         IS520  Pandemics

               i.          ICS300Intermediate Incident Command System

                           j.          AWR 160  Weapons of Mass Destruction                        

                          K.          IS 26 Points of Distribution

 

 

ICS 300 Intermediate Incident Command System (must be a resident course)

 

ICS 400 Advanced Incident Command System (must be a resident course)

 

Practicum and an After Action Report

ICS Form 203 documenting a Leadership Position in the ICS Structure which has been signed by the Incident Commander.

* Note the Practicum for Senior must be one of the following:

Participation in a Table-Top Exercise run under ICS

Event run under ICS

Incident run under ICS

 

 Master MEMS (Non-Trainer Track) Qualification Requirements:

 

Time in Level 6 months as a Senior MEMS

Community Emergency Response Training (CERT) 

Practicum and an After Action Report of a Full Scale Exercise with a Leadership Position.

ICS Form 203 documenting a Leadership Position in the ICS Structure during the Full-Scale Exercise (as Defined by HSEEP)  which has been signed by the Incident Commander. 

* Note: The Practicum for Master must be a Full-Scale Exercise only.  The AAR must be a 3-5 page document.

Master MEMS (Trainer Track) Qualification Requirements:

 All the above Master (Non-Trainer Track) requirements with the addition of the following:

Train-the-Trainer certification in one of the following:

L449 NIMS/ICS, AWR-160 Weapons of Mass Destruction, Community Emergency Response Training (CERT), Incident Command Anti-Terrorism

Instruct at least 40 hours of Classroom

 

MEMS Academy Qualification Process 

Your MEMS Qualification begins with SGAUS Membership Form and an MEMS Academy Application. Both forms are available at www.sgaus.org.  You should then contact your appropriate Academy State Director for State Defense Force Personnel.  For Civil Authority Personnel, contact Academy Regional Directors Tony Lamb (Northern States) or Chris Earp (Southern States).
